Safe custody.—Every developer shall keep every export order to which these rules apply in a receptacle or place reserved for the purpose at the premises where the development of a Special Economic Zone is carried on, shall record in Form ANF-4A the description of every export order so kept and the date on which it was received, and shall furnish a copy of the record to the Export Inspection Council within thirty days of the close of each year.
