Grant of certificate of registration.—The Telecommunication Engineering Centre shall, on being satisfied that the application is complete and that the fee of one lakh rupees has been paid, register the applicant, shall issue to him a certificate of registration in Form E within ninety days of the receipt of the application, and shall enter in the register the number and date of the certificate and the particulars of every subscriber record stated in the application.
