Application for registration.—Every employer of beedi workers carrying on the manufacture of beedis shall make an application for registration to the Labour Commissioner in Form IV, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every attendance card held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
