Conditions of registration.—Every owner of a goods carriage shall carry on the carriage of goods for hire only at the premises specified in the certificate of registration, shall keep every certificate of registration in his possession in a safe and proper manner and separately from anything of a different description, shall produce every such certificate of registration for inspection on request by the Motor Vehicles Inspector, and shall not part with the certificate of registration to any other person.
