Surrender of certificate.—Every person carrying on an industry who ceases to carry on the discharge of effluent shall, within forty-five days of such cessation, surrender the certificate of registration to the Government of Uttar Pradesh in person or by registered post, and shall inform it in Form IV of the manner in which every waste manifest held by him has been disposed of.
