Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any licensee dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Petroleum and Natural Gas Regulatory Board in Form VIII, surrender the certificate of registration to it and furnish a statement of every test report then held; and the Petroleum and Natural Gas Regulatory Board shall enter the intimation in the register within sixty days of its receipt.
