Periodical returns.—Every owner of a vehicle within a cantonment shall furnish to the General Officer Commanding-in-Chief, within fourteen days of the close of each year, a return in Form D of the plying of a vehicle within a cantonment carried on during that year, and a nil return where no such activity was carried on.
