Application for registration.—Every central recordkeeping agency carrying on the keeping of records of subscribers shall make an application for registration to the Central Government in Form 10, within one hundred and twenty days of the commencement of these bye-laws, accompanied by a fee of fifty rupees and a statement of every remittance challan held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
