Surrender of certificate.—Every central recordkeeping agency who ceases to carry on the keeping of records of subscribers shall, within twenty-one days of such cessation, surrender the certificate of registration to the Central Government in person or by registered post, and shall inform it in Form 19 of the manner in which every nomination held by him has been disposed of.
