Custody of the register.—The register maintained under these bye-laws shall be kept at the office of the Central Government in the custody of the Accounts Officer, shall be bound and its pages numbered, and shall not be removed from that office except on the written order of the Central Government; and where the Accounts Officer having custody of it is succeeded by another, an entry recording the transfer of custody shall be made in Form 19 within twenty-one days of the succession.
