Surrender of certificate.—Every aggregator who ceases to carry on the aggregation of transport services shall, within twenty-one days of such cessation, surrender the certificate of registration to the Motor Accidents Claims Tribunal in person or by registered post, and shall inform it in Form 4 of the manner in which every motor vehicle held by him has been disposed of.
