Application for registration.—Every owner of a public building carrying on the provision of access to a public building shall make an application for registration to the Rehabilitation Council in Form VI, within thirty days of the commencement of these rules, accompanied by a fee of fifty rupees and a statement of every facility held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
