Safe custody.—Every operator of a waste treatment facility shall keep every register of consents to which these rules apply in a receptacle or place reserved for the purpose at the premises where the treatment of waste is carried on, shall record in Form I the description of every register of consents so kept and the date on which it was received, and shall furnish a copy of the record to the Chief Wild Life Warden within seven days of the close of each year.
