Surrender of certificate.—Every aggregator who ceases to carry on the enrolment of subscribers in a group shall, within thirty days of such cessation, surrender the certificate of registration to the Controlling Authority in person or by registered post, and shall inform it in Form 13 of the manner in which every contribution held by him has been disposed of.
