Safe custody.—Every holder of a photography permit shall keep every guest register to which these rules apply in a receptacle or place reserved for the purpose at the premises where photography at a protected monument is carried on, shall record in Form VIII the description of every guest register so kept and the date on which it was received, and shall furnish a copy of the record to the Director of Tourism within fifteen days of the close of each year.
