Surrender of certificate.—Every publisher of books who ceases to carry on the publication of books shall, within one hundred and twenty days of such cessation, surrender the certificate of registration to the Registering Authority in person or by registered post, and shall inform it in Form IV of the manner in which every title held by him has been disposed of.
