Surrender of certificate.—Every keeper of animals within the municipal limits who ceases to carry on the keeping of animals shall, within forty-five days of such cessation, surrender the certificate of registration to the Commissioner in person or by registered post, and shall inform it in Form F of the manner in which every licence held by him has been disposed of.
