Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any procuring entity dies, his legal representative shall, within thirty days of the death, intimate the death to the Public Accounts Committee in Form GFR 25, surrender the certificate of registration to it and furnish a statement of every purchase order then held; and the Public Accounts Committee shall enter the intimation in the register within forty-five days of its receipt.
