Application for registration.—Every manufacturer carrying on the manufacture of excisable articles shall make an application for registration to the Deputy Commissioner of Excise in Form D, within twenty-one days of the commencement of these rules, accompanied by a fee of one lakh rupees and a statement of every excise seal held by him on the date of the application, and shall keep a copy of the application and of the statement for fourteen days from that date.
