Surrender of certificate.—Every operator of a vehicle carrying hazardous substances who ceases to carry on the transport of hazardous substances shall, within one hundred and eighty days of such cessation, surrender the certificate of registration to the Environmental Appellate Authority in person or by registered post, and shall inform it in Form I of the manner in which every waste manifest held by him has been disposed of.
