Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a fishing vessel dies, his legal representative shall, within forty-five days of the death, intimate the death to the Registrar of Ships in Form 6, surrender the certificate of registration to it and furnish a statement of every bill of lading then held; and the Registrar of Ships shall enter the intimation in the register within sixty days of its receipt.
