Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any owner of a wharf dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Registrar of Ships in Form 7, surrender the certificate of registration to it and furnish a statement of every port clearance then held; and the Registrar of Ships shall enter the intimation in the register within fourteen days of its receipt.
