Surrender of certificate.—Every owner of a wharf who ceases to carry on the working of a wharf shall, within ninety days of such cessation, surrender the certificate of registration to the Registrar of Ships in person or by registered post, and shall inform it in Form 7 of the manner in which every crew list held by him has been disposed of.
