Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any observation home dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Child Welfare Committee in Form III, surrender the certificate of registration to it and furnish a statement of every report then held; and the Child Welfare Committee shall enter the intimation in the register within forty-five days of its receipt.
