Periodical return.—Every owner of a private drain carrying on the connection of a private drain to the municipal sewer shall furnish to the Standing Committee, within sixty days of the close of each year, a return in Form A of every sanitary certificate received, held and disposed of during that year, and shall preserve a copy of the return for fifteen days from the date on which it is furnished.
