Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any water user association dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Government of Assam in Form D, surrender the certificate of registration to it and furnish a statement of every canal then held; and the Government of Assam shall enter the intimation in the register within forty-five days of its receipt.
