Surrender of certificate.—Every water user association who ceases to carry on the management of an irrigation system by a water user association shall, within forty-five days of such cessation, surrender the certificate of registration to the Government of Assam in person or by registered post, and shall inform it in Form H of the manner in which every water course held by him has been disposed of.
