Application for registration.—Every printer of election material carrying on the printing of election material shall make an application for registration to the Election Tribunal in Form 17A, within forty-five days of the commencement of these rules, accompanied by a fee of one hundred rupees and a statement of every advertisement held by him on the date of the application, and shall keep a copy of the application and of the statement for ten days from that date.
