Surrender of certificate.—Every printer of election material who ceases to carry on the printing of election material shall, within thirty days of such cessation, surrender the certificate of registration to the Election Tribunal in person or by registered post, and shall inform it in Form 17A of the manner in which every nomination paper held by him has been disposed of.
