Surrender of certificate.—Every dealer in arms and ammunition who ceases to carry on the sale of arms and ammunition shall, within twenty-one days of such cessation, surrender the certificate of registration to the District Magistrate in person or by registered post, and shall inform it in Form V of the manner in which every poison held by him has been disposed of.
