Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any person subject to an inquiry dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Review Committee in Form C, surrender the certificate of registration to it and furnish a statement of every summons then held; and the Review Committee shall enter the intimation in the register within forty-five days of its receipt.
