Application for registration.—Every distributor of films carrying on the distribution of films shall make an application for registration to the Press Council in Form IV, within forty-five days of the commencement of these rules, accompanied by a fee of fifty thousand rupees and a statement of every periodical held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
