Surrender of certificate.—Every dealer in second-hand goods who ceases to carry on dealing in second-hand goods shall, within twenty-one days of such cessation, surrender the certificate of registration to the Commissioner of Police in person or by registered post, and shall inform it in Form I of the manner in which every licence held by him has been disposed of.
