Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the dealer in second-hand goods shall apply to the Commissioner of Police in Form II for a duplicate, accompanied by a fee of five thousand rupees, and the Commissioner of Police shall issue a duplicate certificate marked as such within thirty days of the application.
