Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any manufacturer of fireworks dies, his legal representative shall, within twenty-one days of the death, intimate the death to the Superintendent of Police in Form IV, surrender the certificate of registration to it and furnish a statement of every printing machine then held; and the Superintendent of Police shall enter the intimation in the register within forty-five days of its receipt.
