Surrender of certificate.—Every owner of a public building who ceases to carry on the provision of access to a public building shall, within twenty-one days of such cessation, surrender the certificate of registration to the State Commissioner in person or by registered post, and shall inform it in Form IV of the manner in which every roster held by him has been disposed of.
