Surrender of certificate.—Every operator of a rice mill in a village who ceases to carry on the running of a rice mill in a village shall, within twenty-one days of such cessation, surrender the certificate of registration to the Block Development Officer in person or by registered post, and shall inform it in Form 4 of the manner in which every work order held by him has been disposed of.
