Application for registration.—Every operator of a container train carrying on the running of container trains shall make an application for registration to the Commissioner of Railway Safety in Form D, within ten days of the commencement of these rules, accompanied by a fee of one thousand rupees and a statement of every register of consignments held by him on the date of the application, and shall keep a copy of the application and of the statement for twenty-one days from that date.
