Safe custody.—Every owner of a brick kiln shall keep every plastic packaging to which these rules apply in a receptacle or place reserved for the purpose at the premises where the working of a brick kiln is carried on, shall record in Form III the description of every plastic packaging so kept and the date on which it was received, and shall furnish a copy of the record to the Divisional Forest Officer within ninety days of the close of each year.
