Safe custody.—Every trading licensee shall keep every register of consumers to which these regulations apply in a receptacle or place reserved for the purpose at the premises where the trading of electricity is carried on, shall record in Form VIII the description of every register of consumers so kept and the date on which it was received, and shall furnish a copy of the record to the Central Commission within fifteen days of the close of each year.
