Transfer of registration.—A certificate of registration shall not be transferable: Provided that where any person carrying on the business of a pawnbroker dies, his legal representative shall, within thirty days of the death, intimate the death to the Commissioner of Police in Form V, surrender the certificate of registration to it and furnish a statement of every pledge then held; and the Commissioner of Police shall enter the intimation in the register within ten days of its receipt.
