Duplicate certificate.—Where a certificate of registration is lost, destroyed or defaced, the person carrying on the business of a pawnbroker shall apply to the Commissioner of Police in Form I for a duplicate, accompanied by a fee of fifty rupees, and the Commissioner of Police shall issue a duplicate certificate marked as such within sixty days of the application.
