Surrender of certificate.—Every advertising agency who ceases to carry on the business of an advertising agency shall, within fifteen days of such cessation, surrender the certificate of registration to the Press Council in person or by registered post, and shall inform it in Form V of the manner in which every copy of a book held by him has been disposed of.
