Surrender of certificate.—Every operator of a ferry who ceases to carry on the operation of a ferry shall, within twenty-one days of such cessation, surrender the certificate of registration to the Inland Waterways Authority in person or by registered post, and shall inform it in Form 1 of the manner in which every survey certificate held by him has been disposed of.
