Application for registration.—Every keeper of a place of public resort carrying on the conduct of a place of public resort shall make an application for registration to the Chief Controller of Explosives in Form V, within fourteen days of the commencement of these rules, accompanied by a fee of two hundred rupees and a statement of every register held by him on the date of the application, and shall keep a copy of the application and of the statement for forty-five days from that date.
