Application for registration.—Every manufacturer of cosmetics carrying on the manufacture of cosmetics shall make an application for registration to the Appropriate Authority in Form 21, within ninety days of the commencement of these regulations, accompanied by a fee of five hundred rupees and a statement of every establishment held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
