Periodical return.—Every owner of a hazardous installation carrying on the operation of a hazardous installation shall furnish to the Relief Commissioner, within forty-five days of the close of each year, a return in Form C of every incident report received, held and disposed of during that year, and shall preserve a copy of the return for fourteen days from the date on which it is furnished.
