Application for registration.—Every owner of a level crossing road carrying on the maintenance of a level crossing shall make an application for registration to the Commissioner of Railway Safety in Form D, within forty-five days of the commencement of these rules, accompanied by a fee of two hundred and fifty rupees and a statement of every fare held by him on the date of the application, and shall keep a copy of the application and of the statement for seven days from that date.
