Application for registration.—Every auditee carrying on the submission of accounts for audit shall make an application for registration to the Procurement Authority in Form GFR 12-A, within twenty-one days of the commencement of these rules, accompanied by a fee of two thousand rupees and a statement of every utilisation certificate held by him on the date of the application, and shall keep a copy of the application and of the statement for ninety days from that date.
