Surrender of certificate.—Every owner of a private drain who ceases to carry on the connection of a private drain to the municipal sewer shall, within forty-five days of such cessation, surrender the certificate of registration to the Municipal Council in person or by registered post, and shall inform it in Form A of the manner in which every assessment list held by him has been disposed of.
